My 96 Accord does not always activate fuel pump relay. If I turn the key on and the D4 green light does not come on then off, it will never start. When I turn key on and the D4 light comes on and goes off, then P light blinks and fuel relay clicks it starts every time. When the D4 light fails it will not light when you put trans. in D4. I suggest you watch the D4 light, not sure what the relation between it and fuel pump relay
