Default Fuel tank access

I have a 91 accord that stalls when i brake but only if the gas tank is half full or less. It has been suggested that the rubber hose that connects the pick up tube to the screen in the gas tank maybe cracked. My question is whether it is possible to access this without removing the tank from the car?
