great 1994 Accord Wagon..but
Great car, but we are having spuratic starting issues. (fuel filter, fuel injector, fuel pressure regulator?)
example: Car starts great when cold. However if you go to the store and come out, then it at times won't start. It does turnover fine. If I wait 10-20 mins, then all is good to go. I have listened for the fuel pump hopingI could determine working or not, however I can never hear it, anytime. Your insight and wisdom would be appreciated.

Here are 4 things to check with your car:
1. Check for a clogged Air Filter
2. Corroded battery cable connections especially on the ground wire and bolts
3. Fuel not reaching the fuel system with enoughf fuel pressure
4. Your EVAP system may be clogging up...take it apart and clean it up...
See if that works for you...

Try this, turn on the key and wait for the CEL to go off, then crank while holding the gas pedal 1/2 way.
If you suspect the engine is flooding you can floor the gas pedal and the ECU will see Wide Open Throttle and shut off the injectors.
BTW how old are those spark plugs?

i would check spark first. pull the fuel pump fuse and pull one of the plugs, put the wire on it and ground it. have a friend crank the engine over and watch for a spark jumping across the plug.
if you have spark, then check fuel.
to tell if the fuel pump is running sit in the back seat and put your ear to the seat. have a friend turn the key to ON. you should hear a humming beneath the seat for a few seconds, then it will stop with a "click". if you have good ears you can usually hear it from the drivers seat too.
you can check if the injectors are working by taking a flathead and touching it to an injector. then put your ear to the end of the flathead and have a friend crank the engine. you should hear a faint clicking from the screwdriver.
btw,
CEL is the check engine light, the bright yellow light that lights for a few seconds then turns off when you turn the key to ON.

Spark plugs are scheduled to be changed at 30,000 miles. Only get the NGK ZFR5F-11 plugs (OEM recommended), and they are ~$6 at any parts store. Check that the distributor cap and rotor are in good condition, or simply replace them. The air filter is also another item that you should check.
Spray a mist of water from a windex bottle on the spark plugs when the engine is running at night. If you see spark arching across the wires, replace the spark plug wires. Use NGK or ones from the dealership.
As for the fuel pump, listen carefully when you turn the key to the II postion. Make sure the radio is off, because the power antenna motor will mask the sound of the fuel pump. It is a faint buzzing or whirlling sound and only lasts for ~2 seconds after the first click you hear under the dash. The second click turns off the fuel pump.
You can have someone else turn the key to the II position, and you should listen at the gas cap with the cap off to get an idea of the sound the pump makes when it primes the system.
In order to test the fuel pressure, you need to attach a gauge to an adapter on the fuel rail. I posted a way to make one for little money and a bit of work.
