Green S light--solid-- Accord not shifting properly

I have a 1991 Accord wagon LX. It has 110k on it. Recently, the green S light came on after a weird start up, and was blinking. The car had no power to the accelerator, and would shift very slowly into 2nd, 3rd, etc. On this page, I found that the TCU was bad: Honda Electronic Transmission Problem- Troubleshoot, Inspection, Repair, Replace. and that the 1991 Hondas have a couple bad circuits in the TCU's and they just need to be changed after a while.
I disconnected the battery, that seemed to clear up the blinking green S light. I got a TCU off ebay, for about $60. Easy to change, then the car worked great, for about 2 weeks.
A few days ago, the green S light came back on, solid this time. No blinking. The shifting is slow and it seems it won't shift into higher gears. So this morning, I went out and pulled the Back Up Fuse for a minute, disconnected the battery, and that seemed to fix the issue. For about an hour. Then the green S light came back on. Slow shifty. We can manage driving it, if we start out in D3, then shift to D4.
It doesn't jump or choke in between gears, the shifting into drive is fine. It just has no ooomph.
The car has a new starter, so that's not the issue. It runs great otherwise.
Could it be a bad fuse? What about the solenoid? I've done tons of research but haven't come across a fix yet. So... I turn to you lovely folks!
Any ideas?

Check transmission codes. It is very simple to do. The common diy thread on top of the gen tech help forum has a link for checking engine codes. The procedure is the same for transmission codes except you count the flashes on that S light and not the check engine light.
