Make sure that you have the wires hooked up to the correct pins. See the link I posted in the Online Manuals thread in the DIY section. That site has a 94 shop manual that you can download.
That pdf will show you were pin A21 is located under the fuel/emissions section. Page 11-50.

oh ok I will check the link but I also forgot to say that its not giving me that code anymore. I was checking fuses again and reset the ecm. Now its not giving a code anymore. A few months back I had a problem with the electrical portion of the ignition switch I fixed that and the car ran for a just a little while say two or three weeks then it died with the problem i am having now. Could the code 15 have been stored from the earlier problem with the ign switch?

Code 15 is ignition output signal; that's the circuit where the ECU tells the ignitor to fire the coil. That doesn't really fit with the flaky ignition switch.

But YES, that code can be stored from awhile ago.

I got the car started finally! It turned out to be the ylw/grn wire from icm to ecm. I tried to trace it out but it wasnt reaching from point A to point B, so I ran a new wire and it started right up. Thank you guys for all your help.

Years ago I had a real flaky problem like that. Turned out it was a broken wire, that was broken inside it's own insulation so it LOOKED OK but intermittently pulled open.
