your oil being low will actually affect your performance, expecially on a v-tech. It uses oil pressure to engage the second cam so that would explain why low oil would give you performance issues... let us know if that fixed it.

The car feels much better now that the oil level is up, not great just better. I have NGK spark plugs, OEM. Since I cleaned my EGR I have experenced twice my car stalling under extremely heavy braking, mostly when I'm testing it for differences. It feels like the Torque converter isn't letting go. I may need to adjust my idle?

My '96 does something similar under heavy braking... it's like a delayed shift back down from 2nd to 1st, and when it does shift it lets go at the last minute... but mine doesn't stall. This has my curiosity aroused now... keep us posted on anything that you find out...

I just figured out the hesistation issue. It seems that good o'V2 intake is bogging my engine at take off (Too much air). Though, it does add power on the high end, I'm seriously considering switching back to a stock set up with K&N filter. Unless anyone has a suggestion on restricting flow at takeoff and opening up at the high end.
The stalling issue likely has to do with my EGR cleaning, which I believe broke carbon lose and is now stuck somewhere farther down the line of the port, IAC maybe?
