I'd inspect the pads/shoes and make sure. Is the a disc or drum set up on the rear? Yes the cable can be adjusted but that should be rare.....I can't ever remember adjusting the cable on any of my Honda's. Just my opinion and experience.

Yes, the cable can be adjusted but it shouldn't have to be.
Most, if not all, newer cars have brakes that auto-adjust as the pads/shoes wear out. I've found that once the e-brake gets sloppy like that it's normally time for brakes. Also, if one or both of your rear calipers are sticking I've seen that create a dead e-brake.
My 94 Accord had zero e-brake when I bought it. Turned out that the slide pins for the rear calipers had frozen from rust over the years. Sometimes it's the simple things that'll bite ya in the ***.
