Default I need timing help

Hey this is my first time on here hopefully someone can help me. I have a 1995 Honda Accord that I just recently changed the timing belt, water pump, crank and cam seals, etc... as I'm putting the cam seal on i notice its to small, so I put everything back together with the new seal that doesnt fit and then get an oil leak, so I go to different auto store to get another cam seal, put that one on same thing doesnt fit, but when I put the second seal on instead of going thru the whole process i just took the cam pulley off put the 2nd seal on then put belt back on and tightened up tensionors, and when I started my car it was obviously out of timeimg. I turned it off immediatly redid all timing points and it was making a whining noise then. please let me remind you I still have the problem with the seal. So finally I went to honda got the correct seal that fits, yay, and put everything back together, timing marks good everything looks good but still is making whining noise and now the engine hesitates when I have it in gear and coasting. The engine is a 2.2 vtech 5speed. Can anyone please help Im about getting tired of having to redo the timing over and over.

Sorry, to me it sounds like the tension on the belt if off....no noise on the first install, only came after the second cam seal was installed.

yeah it started after I put the second cam seal in when the timing was off, I went back and put all the marks together and the belt back on and then started the car and ever since I have had that whining noise and hesitation.

^ Exactly, I had an issue with the tight belt whining on mine a while back, before I realized that the belt tensioner is self-adjusting to the needed tension. I put too much tension on when tightening it, and it caused this as well.
