Idling - how many rpm?

Idling - how many rpm?
Early Today morning, when I started the car, on a cold engine, I noticed that the idling was around 1250 or so. Is that normal?
After about 90 mins of rest, on restarting, it was back at 700 rpm.
I've not noticed it before, so am not sure, is it normal for it to rev this high?
It was around 25F outside.
