For the oil, IMHO 1/4 quart in 1500 isn't that bad....don't get down on the poor ole fella just yet.
Check for signs of leaks. I'm sure you have, and you state that, but I have to say it. Clean or replace the poor pcv if you haven't already.
Are you still seeing any blue smoke at start up on cold mornings?

As for the blue smoke, it has not reared its ugly head since my last post, weeks ago. Lately when she's super cold, after sitting for a day or so though, it starts very rough. She cranks just fine but just won't fire right away. But after it starts it runs just fine. Then, I can turn the car right off, and it fires up super quickly. You mentioned the ECT sensor which I need to test tomorrow. It's just been too cold and windy here lately! It's about 24.1 here right now. Below is a screenshot of my personal weather station read outs. Brrrr!!
The PCV (valve) in the valve cover is my "thought" for a souce for the oil loss....On your EX, it is center - back of the valve cover.....hose to the the TB.
The cold start issue, well it could just be that is that. Next time, cycle the key to on and then off a time or more.......see if "fires" better?
It is like 30 here and windy.....and as already noted, I'm a wimp in the cold. Let it be 100....please.

I'll have to check out the PCV. Today I had to battle a failed wiper motor. Yesterday went for a drive in the snow and the blades starting moving very slowly, then got stuck halfway up the window. If I used my hand, I could then get the blade to slowly creep up the window and come back down. Just finished up removing the motor and arm assembly. Time to hit up the junk yard for a replacement motor.

IMO, not very often do they fail....but stuff happens. As usual, check and test things to be sure it is the motor.
If you have a can of carb cleaner, pull the pcv and give it a bath. Be sure it seats to the vc and the hose is good....a leak there can cause idle issues.

WHile cleaning the PCV I looked down by the EGR valve and noticed I had a small coolant leak. Replaced that out and I'm good to go. I am awaiting my used wiper motor in the mail. By Friday I should have everything back in order.

Hope you can get the motor before the weather comes there later this week, not sure if you are expected to get anything but you are close to it.

Wipers are still doing the same thing.They work upon first turning them on but after a few seconds they slow down significantly, then will stop. Then if I wait 30 seconds or so they will slowly work again but not full speed by any means.
Even more weird, the only time they work at normal speed is when I squirt the washer juice. If I have the switch on high and I squirt the juice, the wipers will pick up speed very quickly but then after 10 seconds or so, begin to slow down and eventually stop.
I am ruling out a fuse or they wouldn't work at all....
The only other thing I can think of is the switch itself.... All of the wiring looks good and in tact.
Any insight? Switch?
Quick question though. I see on 1996 models the wiper stalk had adjustable intermittent. My 1994 Accord EX only has 1 mode for the intermittent. Is it possible to install the adjustable intermittent stalk from a 1996 Accord? If so I'm all about it. Hope all is well poorman. I'm bunkering down, expecting 6-10" of snow here by tomorrow morning.

The delay, I don't know. Being that it runs thru the ICU (part of/attached to the fuse box inside the car) I can only guess there is more than just the switch. The ICU is different between the two (96-94)?
