Hello folks! I'm having this same problem with my 96 sedan.
I just replaced the entire ignition cylinder today, and the beeping is unchanged, so I don't think the fault is in the key cylinder itself.
There is a small unit with a circuit board and a solenoid that attaches to the ignition cylinder around the key opening. It contains the tiny green LEDs that illuminate the key opening, and I saw that it also has a tiny black plunge switch aimed at the key. There was a white plastic spacer in this section that had cracked in two, and appeared to be missing some tiny bits. I'm suspecting this may be the switch that operates the key-in-ignition chime.
I'll report back if I have any success.
By the way, the chime is 4 quick beeps, repeating. Plug that into a Morse Code translator and see what comes up. Yes, Honda engineers are that cool.
