Default lean fuel trim and hot temps

So I gotta start a new thread with some new info. The old one is too long and im having isues still. This post has been updated too...

Issue is that my car will drive sluggishly like its under load when warmed up. 97 accord ex f22b1 with the following mods
2.5 dia catback with a flowmaster 44 mufler
Magnaflow cat converter
421 header, heat wrapped
Cold air intake with k&n cone filter
F23 intake manifold

No vacuum leak present
No clogged exhaust
No codes set

Changed fuel filter, cleaned everthing, spark plugs white but slightly tan. Fuel pressure test normal. O2 sensor somewhat new.
My findings indicate a long term fuel trim of -5.5%, from what ive seen it should be closer to 0. This indicates that the car is running rich and the ECU is trying to lean it out. This happens constantly, I almost never see the short term fuel trim in the positive. Or the longterm fuel trim above -5%. But theres no cel so the issue isnt huge, its just annoying and costing me money. Its become more of a fine tuning issue.

Im thinking a coolant flush with a high pressure cap and a higher water to coolant ratio with some waterwetter.

Update:
After putting in the stock intake except modifying it to a cone filter under the bumper, the low end torque increased a bit but my fuel consumption is pretty bad. about 23 mpg on the highway.

I would like to know what other people's readings are.
I find that my sensor readings jump a bit more than they should. On a trip with no significant variables the IAT will bounce from 75 to 100 degrees. Coolant constantly changes from 197 to 203.

So why is my car running rich but feels like its running lean with the ECU leaning it out? A leaky injector?
