Default Lean Fuel P0170 P0171

I have an ongoing problem with my Accord 98 (4-cylinder, 16 Valve, manual transmission) and I’m quite frustrated with it now. This started 2 months ago when I got check engine light on for the first time. I took it to Honda dealership and they diagnosed it to be EGR valve. They were asking around $680 dollars to fix it which I thought was too much so I took it to my own mechanic whom I trust better. He called and a racker and said I can get you an EGR valve (from an accident vehicle which would be in a working condition) and there’ll be a 90 days warranty on it for $200. This was a good deal so I went for it. The check engine light went off and for a few days I had no problem.
It was 4th or 5th day while I was heading to my work in the morning I felt a few jerks in the car and they check engine light came on again. This Honda dealership where I took my car before is quite close to my work so I dropped the car there again for a diagnose. They called me up later and told that the car is “running lean”, the codes they found were P0170 and P0171. The guy said its too early to pinpoint since this is a broad term and can include many things. He said just add 2 bottles of gasline antifreeze and the car should be fine. I did that but it didn’t make any difference. I cleaned and flushed my fuel system, the jerks got little better for 2-3 days and then got on again.
Could anyone help find the solution to this problem? Where could this fuel be lean? There is no other code in the car except P0170 and P0171.
Could this be fuel filter?
