Lights Flashing, Possible Security System Issue?
UPDATE: The lights flashing is resolved. I finally received the new fob and I can now disarm the vehicle. The new fob claimed to be OEM that is re-shelled (new case). It is much better quality than the other one but I still am unable to roll the windows down by holding unlock. The LED on the fob shuts off after about 1 second of holding the button.
I was able to test the parking lights and the fuse does blow when I turn on the parking lights. I previously pulled all of the tail lights' wire harnesses and the fuse still blew. And I just now pulled the front 2 parking light bulbs and the fuse still blew. Also, my four way flashers and turn signals all work fine and they use the same parking light bulbs. So the short doesn't appear to be at the bulbs.
Where is the tail light relay located? I pulled the glove box out and found 3 relays behind the passenger side fuse box, but I could only reach one of them (and it wasn't for the tail lights).
This is such a slow process, mostly because of the weather. I don't have a garage so I'm working on the street in the cold. We got a ton of snow this past weekend and the temperature has been around 5° to 15° here 🥶
For the fuse issue.... If that 10A fuse only blows when you turn on the parking lights, then you have to have a short past the taillight relay. When you turn on the parking lights, the relay sends power from that fuse to the parking lights on all four corners of the vehicle plus the license plate lights. It also sends power to the driver's MICU (in driver's fuse box). You can try removing all the parking light bulbs to eliminate a short at the bulb connectors.

The taillight relay is not in a fuse box. It is mounted under/behind the passenger glove box. There shoud be two relays there, the one towards the middle of the car is the taillight relay. It will have four wires feeding it. Two red/grn wires, one red/blk, and one red/yel. It will be around the hinge of the glove box. Look at the wiring harness in that area to see if is damaged or grounding to something while you are there.

UPDATE: The previous owner took the stereo out, so there's just a hole in the dash. I put a CB in there, wired into the vehicle radio harness. Yesterday, I was driving on the highway and messing with the CB. Suddenly, I noticed the instrument cluster backlight came on. That's the first time I've ever seen that work. But that's supposed to be on the same circuit as the taillights, and I removed that fuse (because it just blows immediately). So I have no idea how the cluster backlight came on.
Shortly after, the backlight went out again. I heard a subtle pop noise, sounded just like a fuse blowing. I also smelled a very subtle burning smell for a brief second. Then about a minute later, I lost all power and stalled. The dash showed all of my doors open, which were closed. I tried starting again. It cranked but wouldn't turn over. The shift interlock locked me in park. So I called AAA. Waited. About 10-15 minutes later, it started fine. Canceled the tow, and went to work.
Later, same thing happened again. But this time the shift interlock did not lock me in park and there was no pop sound or burning smell. Also, I only waited like 5 minutes before it started again.
When I got home, I checked all the fuses. None of them were blown. Something is definitely funky near that radio harness. And some people have reported this taillights/dash lights problem after installing an aftermarket stereo.

I thought I deleted this photo but I found it. This is what's behind the glovebox. The green relay is the larger one that I mentioned. The 2 smaller ones are next to it. I could not get my hand in there to pull the 2 smaller ones. When I get a minute, I'll try to get in there again and see how far I can trace the wire(s) from the relays.
