Default Mildewish smell in air vents

Please advise me if you have encountered this problem and SOLVED it. I have an 07 Accord SE 4 cil. I have noticed since last summer (2010) that there is a bad smell coming from my vents when the fan is on. When the fan is on full blast with the AC on or the heat all the way hot I do not notice the smell. When I turn the fan down, either recirculated air or air from outside, it smells. I got the cabin filter replaced, no difference. I don't just want to spray air freshener. What can I do to solve the root problem?

See if the a/c drain tube is clogged. Use a pipe cleaner to remove any debris and allow it to drain.

Then spray lysol into the heater blower to kill the mold. Set the air to recirculate then spray into the where the air enters from inside of the car.

The part where you want to spray into the heater blower right above the filter. It is directly to the right of the number nine in the picture below. Just turn on the blower to highest speed and spray into where air is getting pulled in.

I can't find the evaporator parts diagram, but it will be below the number 9 label in the picture above. The drain hose will be on the bottom of the plastic box and go into the engine bay through the firewall. You will have to access from the engine bay. If you turn on the a/c, the hose I am talking about will be where the water drips from.
