Doesn't that indicate a coil or ignitor problem and not neccessarily a misfire? That is the same code used on older vehicles so unless an older car could detect it then I would assume that post 94ish when the implemented the new ECU's is when that feature was added... This is just a wild guess based on various data so I could be mistaken however it makes sense to me so I'm going to run with it *L*

Code 15 indicates a problem in the circuit where the ECU tells the ignitor to fire the coil.
Any misfiring caused 'downstream' of that point (for example bad plug wires or broken dist.cap) won't be detected under code 15. It might throw code 1 or 43 if the misfiring is REALLY bad - bad enough to cause measurable excess air in the exhaust.
OBD-2 cars have a crank-fluctuation sensor that measures the crank slowing down due to the misfiring.
