if the car is warming up (normal operating temp) and doesn't drop or dip as you're driving then it's either the heater core or the vent controls...

 

hmmm .... I'd bet it's cold enough in Detroit to keep the engine from overheating from a blown t'stat also. SN's suggestions are most likely though.
