Default No heat or a/c, but blower works?

Here's my problem. On my daughters '99 Accord LX. The blower works great but the car will not produce heat or a/c. The buttons do not work and will not light up. Called the dealer, they said the a/c control panel needed to be replaced, said about $410 bucks. I need the experts on this forum to help me out. Is the dealer correct? I sure hope not. $410 bucks, really?

It may very well be the heater control unit (panel). You can find used one on ebay for around $100 or try a salvage yard.

Here's one that will end pretty soon. Just an example:

Heater control assembly or heater control unit. When you search ebay, use something like accord heater control unit.

Suggest pulling old unit and inspecting all connections carefully. These are pretty simple components and whole thing being dead smacks of system being disconnected electrically, rather than defective.

Is there an actual circuit board in the control panel that can be replaced?

There is a circuit board, see the ledautomotive link above. You can try touching up the solder points too.
