You should be good since your 99 is OBD2 compatible, however I would suggest you check the scanner specs before purchasing. If you just want to extract fault codes and reset ECU, there are many choices for <$100.
If you want to see more information such as mass air flow, coolant temp, O2 sensor voltage, etc you will need a more capable OBD2 scanner. Here you will be spending upwards of $200 to the sky. I purchased a Harrison R&D OBD2 scanner several years ago and it worked well until I purchased a 2007 Accord and 2003 Acura MDX. It would not work w/ these vehicles. I purchased an updated model from Harrison R&D and it works fine. My cost was $160 for scanner interface and $100 for a used laptop to receive and interface w/ scanner interface. This is only one option among a multitude of OBD2 scanners.
good luck

I don't know about this in UK, but around here there's several car-parts chain stores (AutoZone, O-Reilys, etc) that will plug in a reader & read the error codes for free (hoping you'll buy parts from them).
