Default Over flowing fuel tank

Having a problem with fueling my 92 accord 10-15 min to put five dollars
of gas in my car because it overflows if I pump to fast even if it's empty.
Checked the lines for crimps but couldn't find any. could use any suggestions before I take it to a shop.

The small line from tank to upper fill neck is likely blocked somewhere. I would remove the rubber jumper line and check both ways for blockage. I've heard of rust blocking the lines or perhaps rubber hose has an internal fault.
