Default over heating

I have a 97 Accord with the 4 cyl. that continues to boil the water out of the radiator. I was guessing the thermostat but both upper and lower hoses get hot when engine is at normal temp according to dash gauge.

Are the cooling fans running at 1/2 gauge temp?
Will the cooling fans run with the A/C on? [if functional]

The cooling fan on the passenger side seems to be working fine. It runs during operation and also occasionally after the car is turned off. I have not seen the other one run lately but I also don't recall it running this summer either when the engine was not running hot.

Do you see the coolant leaking out of the radiator? If so, where?

Both fans should turn on immediately when you turn on the a/c. Let us know what you find when you try this.

Both fans do not come on with a/c. I can't recall ever seeing the driver side fan working. I am going to try a jumper wire to see if it works. No leaks in the radiator and the water pump was replaced Dec 08 with timing belt.

Unplug the connector to the fan that is not working with the a/c on. See if you have 12V across the pins with the car running and a/c turned on by using a volt meter.

If you have 12V, then the fan motor is probably shot.

If you don't have 12V by touching probing the two pins, then there is something electrical upstream of the fan that needs to be diagnosed.

Confirmed one fan does come on when a/c in turned on and one does not. The one not working does have 12v at the plug. Got dark on me so I didn't try a jumper wire but I suspect the fan is broken. It is not locked up though. I can spin it easily with my hand.
