Default Programming New Transponder Key

Hey,

I've got a 99 Accord EX-V6 AT.

I only have ONE key and am thinking about ordering key blanks from Hong Kong. The keys come with transponder chip type ID13.

I'm told (by my local dealership) that there's a possibility they won't be able to program it.

Is this true? If so, what other options do I have? (other than being price-gouged by the dealership).

Step 1: Find a local locksmith with the capabilities
Step 2: Make good friends with one of the employees
Step 3: Have them make you the keys you need
Had a friend back home who worked as a keymaker, and dont know how many times he saved me when i needed new keys...The dealer is expensive, but its guarennteed to work...
