Default Proper procedure for bleeding cooling system 1993 Accord

I found the bleeder screw on top of the thermostat housing. However, I'm not sure about the proper procedure for bleeding the system. The car was overheating and I'm installing a new OEM thermostat and new (used) radiator today. Do I fill, get the car to operating temp, and then loosen the bleeder valve, or do I loosen it while filling?

car off, loosen the bleeder screw. fill the radiator ,watch the bleeder screw till only coolant comes out , no air bubbles, tighten the screw, start the car ,install radiator cap
