Ok. I checked 2 and 10. 10, constant power, getting no voltage. 2, with the key acc in spot 2, working. It has good ground continuity. So, for sure no constant power. All fuses checked. Where do I now go?
Question, what happens if I put 12 volts into where 10 goes in radio? I would think then radio would come on. That is what I am missing most. Short term is that ok??

I'm not a fan of even bypassing wiring until you do some more detctive work on why you are missing 12V. If you have a blown fuse and t 12V into the constant hot wire to the radio, you could cause an electrical fire. I isn't worth the risk for just getting the radio to work.

#2 and #10 share the same fuse, so the fuse is likely good. The wht/grn wire going to the radio comes from the passenger fuse box out of connector 12 or 18 in the diagram below. It will be on the back of the fuse box (opposite side from the fuses). I don't know the which connector or pin has the wht/grn and hopefully there is only 1 wht/grn wire leaving the fuse box. Unplug the stereo and the fuse box connector, then use the continuity (or resistance) test on your meter on pin 10 of the radio and the wht/grn wire(s) on connector 12 or 18. You want to check the integrity of the white/green wire from the fuse box to the stereo.

Also inspect the pins and wire harness for signs of corrosion or burning.

Let us know what you find.

Ok, I totally agree then on NOT splicing in 12v. I will now move to your next steps with gr/wh wire.

Looked for a video showing what to take loose to get to the back of passenger side fuse box. Havent found yet. Do you have it?

The shop manual doesn't have one. First step is to disconnect the car battery. The next step is to remove the glove box. Search for videos on how to change the cabin air filter on a 98 accord. That should give you most of the steps needed to access the back side of that fuse box. You might not need all the steps, but it also doesn't look terribly difficult.
