Default short on ecu fuse under dash

I have a 91 honda accord which i recently purchased that needed some TLC. When i bought the car it had an erratic idle and the speedometer didn't work. I rebuilt the head and replaced all the gaskets cause it was mixing water with oil, and the clutch wasn't to good so i replaced that also. After that some electrical component's stop working eg; automatic seat belts, fuel gauge, temperature gauge, RPM gauge, and power windows. I started checking my fuses and all of them work except for the ECU fuse under the dash, i put one with a higher amperage rating but it keeps blowing, but right before it blows in that split second everything that doesn't work starts to work, please help all help will be greatly appreciated.

Something past that fuse is grounded and drawing too much current. I don't have the wiring diagrams for a 91 accord. There is a shop manual for a 90 accord that you can find in the online manuals thread in the DIY section.

You are going to have to find out what circuits are routed through that fuse and start testing for wires with a volt meter, or inspecting the wires individually that draw current from that fuse.
