I tapped on the starter and got the car started, the starter turned really slow, I checked the battery it has a reading of 12.75 volts, after getting the car started,I noticed that when you turn the switch off a strange noise comes from the air cleaner duct, sounds like a vacuum noise, , thanks Steve

Car has been sitting a week, while the Wife and I went on Vacation, The VSS code 17 was changed in July, the car has been idleing eratic when parking, after putting the car in park, the engine would rev up and down a couple of times then level out, 1991 Honda Accord EX, Thanks Steve

Nothing to forgive bacause i am confused as well..
your title states starter will not turn engine over but when you ask for help you do not mention anything about it .. Like Nasty said,, what is the real problem

sounds like you got more than 1 ..\
when you say starter will not turn engine over do you mean it won;t even crank ?? or it cranks and does not start ?? I would have to assume it is the first one ......If so , did you chk the battery ?? make sure that it is fully charged ??
