Default timing belt instaled corectly?

I have a 99 accord 4cyl V-tec 5speed manual
Just had a timing belt installed the car runs ok but has a whistling noise comming from the belts area. When on the highway if going 70 mph and let off the gas it slows down to 60 quite fast almost like its in 4th gear on the highway, also getting 3 or 4 mpg. When idling you hear the whistling noise when driving you can feel a slight vibration in the steering wheel, Wondering if the teeth aren't lined up right or belts loose or tight would like to any help I can get thanks JIM
