Vibration in steering wheel at all speeds

I tried to search around but couldn't find any solution to this.
As title says, I am currently experiencing a vibration in my steering wheel at all speeds, I feel it more in the bottom half of the steering wheel, handbrake lever, and also in my brake pedal ( not pressed, just resting my foot against it )? I feel like this is a rotational vibration.
I had my car inspected and the mechanic said suspension wise, your car is perfect.
A few things to note is that, my rear driver side caliper is seized and I had my tires replaced recently.
I will be changing my rear caliper and pads + front pads - this week.
I will also be rotating my tires, from front to back - to see if that makes any difference.

Solved majority of the vibration, it is very faint now.
I am wondering if it is the tires? I have yet to swap the rear to front to see if that changes anything.
I do want to add that, my steering wheel does not shake or anything, I just feel a vibration that feels like a rubbing/grinding feeling that starts at around 10 mph / 20 kmh.
