Weird Electrical Problems. HELP!?!?!

So I thought I had all the electrical problems fixed. Today when I turned my wipers on, it blew the fuel pump fuse. To be more specific, I rotated the intermittent wiper timer **** on the end of the wiper switch. As soon as I did, the car died.
Having had this issue before, I rotated the **** back, replaced the 15A fuse, and started it right back up with no problem. Well, with almost no problem. It was raining. And I had to drive on the interstate. So I tied some wire to my wiper blade and ran it into the car for a Flintstone-esque 1hp (Hand Power) wiper motor.
Anyone ever had this issue before? I recently swapped the ecu for a good one, replaced the icm, and fixed my main relay. I believe that covers all the electrical work I’ve done.

This is a strange problem. Is the jumper wire still installed on the main fuel relay?
