Weird whirling sound when slowing

Default Weird whirling sound when slowing

I have a 2003 Accord EX 2.4I. When ever I slow down I hear a whirling noise coming from the front of the car. I thought at first it was the engine slowing down but it still makes the noise when I have the clutch down and the engine is just idling and I slow down. I tried shutting off the heat/AC and everything else in the car and It still makes the noise.Does anyone know what I should be checking to fix this issue?

Brakes are fine and I will have the wheel bearings checked. I didnt think it could be anything that low on the car because it sounds like it is right behind the radio and it doesnt sound any louder when the windows are rolled down.

Got manual or automatic climate-control? Something to do with that?

Turn your ventilation fan down to ZERO.
Turn your airconditioning off.
Switch your air to floor-only, because the defroster runs the AC without turning on the little green light.
With everything related to the HVAC turned off, does it still make the noise?

I turned everything off and made sure that it was set to feet and I still get the noise.
