Windows, sunroof, speedometer, tach, all stopped working

Default Windows, sunroof, speedometer, tach, all stopped working

Hi All,
Longtime reader and have learned a lot from this site. I'm stumped with this problem, so I am turning to your collective wisdom for help. I've got a 2001 Accord couple, 2.3 4cylinder motor. I just changed the clutch and got everything all buttoned up. went for a drive and everything seemed fine, but noticed speedometer and tachometer were not working. Opened both windows as it was a nice day, pulled into the driveway and neither window would go up. Sunroof won't open either. When I turn the key to second position as if about to start, only the battery light and a green key light come on, not the usual assortment of lights that usually come on. I checked the fuses for both windows and the sunroof, which are on the passenger side. and they don't seem to be getting power. Fuses are not blown. I switched them with fuses which were getting power, and nothing lit up on my simple tester. I then checked the main power window 40 amp fuse in the engine, and it seems to be getting power. I went through the engine compartment and the manual to make sure I had hooked up everything correctly after the clutch change, and it appears I have. What am I overlooking? Any guidance is appreciated. Thanks,

Passenger side under-dash fuse no. 13 (7.5A) probably is blown.
