my 91 honda accxord will not rev past three thousand rps, and when it does it sputters out and wont let my car spped up. can anyone help me please code reads(14) idle control sensor but changed that and still have same problem. Changed cap,rotor, pluggs, and wires.

 

14 is not just a bad IACV but it more generally means the idle control system isn't working. You could try cleaning up the throttlebody, making sure the throttle closes ALL THE WAY, then setting your base idle & reset ECU.

Any other error codes? I don't think 14 by itself would throw you into limp-home mode or restrict revs or anything like that.
