No. The ICM is inside of the distributor and switches on/off the spark.

The ECU is under a panel where the passenger side carpeting ends near the firewall.

The ECU controls the ICM.

I agree w/ PA's suggestion of a bad ECU. Your symptom of delayed MFR engagement is similar to the problem I recently had w/ my 94ex (no start w/ distributor code 9). I eventually determined the only fault had to be w/ the ECU (distributor ohms were correct at the ECU connector).

I suspect the ECU faults arise from solder cracks where the connector leads from case connector attach to the circuit board. I reworked two suspicious connections (distributor sensor leads) but have not had a chance to check the ECU (reinstallation req'd). It is a bit tricky to repair the solder connections and there are a lot of them, perhaps 40. The gel coat and solder must be removed by heating and sucking w/ a solder vac until connection is exposed for resoldering. Hence I did not attempt any more than the suspect leads.

good luck

Good deal. I'm going to make a trip to the junk yard this weekend. I'm assuming that all 94-97s use the same ECUs. Is this correct?

No. Not all 94-97 accords have identical ECUs. The 94/95 are identical and the 96/97 are identical.

What you need is a 94 or 95 ECU that is from an EX. An LX or DX ECU will not work. If you have an automatic transmission, the ECU need to be from an automatic transmission car. The 94/95 wagon ECU will not work for your car.

Then what you need is a 94/95 EX ECU from a manual transmission accord. The part number is 37820-P0A-A01
