No idea on the cost, as that price varies so much depending on your location (especially if you're paying someone to do the work). You can get a used 60K or so miles JDM engine for between 500 and 900 bucks though. You could look in your nearest import pick N pull too, and see about getting something closer to where you live. You could also try Craig's list, as you might find a whole car in your price range.
Keep in mind that you've may have blown a head gasket, so the head would need to be machined flat again, you'd also need head bolts, as I think they're 1 shot only, plus you'd need a gasket kit as well. Good machine shop time is expensive, but usually done right. You could get 500 to 900 into just going thru that part of the engine. I know my son had the head gone thru on his 98 Civic, and it cost 300 bucks. He also went thru the rest of the engine, as he had a rod knock (spun #4bearing), and using good parts cost him some time and money to rebuild the engine.
I hope this helps.

What makes you think your engine has an issue? Assuming your car has an automatic transmission, the odds are the oil in your radiator is due to the ATF heat exchanger in the radiator leaking.

Yup, very true. I didn't think about that, as the OP felt it was an engine related issue.
