Default 92 Accord EX

I have a 92 accord ex and I love it. I am trying to take as good of care as I can on a no budget-budget. I am at the mercy of others and now it is too expensive for me to let a mechanic have all the fun with my car.

I hope there is a lot of good advice on here.
Currently when I am accelerating sometimes often when i go up a hill my car starts to lose power. some times i can't even go like 30 MPH with out like preshing the gas then letting off then pressing again then letting off.
when i got the car i used lucas fuel treatment on it. I don't know if this is related. but i always use 88 Real gas no ethanol.

I left it at my mechanic and he lied to me saying he couldn't get it to do it "blah blah blah" yet after 5 weeks i picked it up and it did it driving out of the parking lot. THIS IS WHY I AM HERE.

he said he was going to change the fuel filter but it perhaps is a exhaust blockage..

Me and my brother were just talking about found some catalytic converter cleaner. the treatment says to add it to a full tank .it will fix my issues if there is a blockage at the catalytic converter. and this seems like the easiest thing to do is to fill up my tank and add this treatment then drive it around for 30 min to work it in my system and it should fix it if thats the issue.. does this sound right?

any advice? my next step is changing the fuel filter. how hard is this can i do it easily? the directions sound straight forward but there is always something that one can learn through wisdom of others.
