Default 03 accord ecm help

I have a 03 accord that has an ecm problem and needs to be replaced I need to know if you replace it with a used ecm if it needs to be reprogrammed or what . they keep telling me that it needs to be programed for my key and immobilizer. But that is a part to itself and if so what scanner can do this?

Based on quick review of 03-06 shop manual, the ECM/PCM must be reprogrammed to recognize the immoblizer system (keys). This requires a Honda Diagnostic System (HDS) or equivalent clone. Honda service center and most key replacement services can perform this service.

Why do you think the ECM/PCM is faulty?

good luck
