Default engine bumps at 4000 rpm

I have a 99 accord2.3 VTEC.
Wejust rebuilt the engine before this problem started.
Once the check engine light comes on , it doesnt want to go over 4000 rpm.
After we erase the code the car can go pass 4000 rpm immediately.
I had theenginescanned and they told me it said"Fuel air Metering "-1259

I can't figure it out, can some please help me .

From everything I've read it's either a vtech selenoid problem or perhaps a bad wire to your ECU (or improper ecu but I doubt that....) Here's a thread that's about the same issue, different car

Change the oil or add more. Should fix it right up. Wait for the oil pressure to build before trying to go to vtec.

I checked my oil and it was a little low. I filled it and hopefully that will do it.
