Unhappy 98 Accord wont go over 4000 rpm

like stated above my car(98 accord with the f23a1) wont go above 4000 rpm while running, yet when you first start it it will go up to 5000 rpm for a few seconds then wont go over 4000. also when its in park or neutrel it lopes pretty bad! ive heard its the vtec solenoid but any information is helpful. oohh and one last thing the brake light stays on all the time?

Have you checked for any stored codes?

Looping idle, several things to check/clean. Air in the coolant, dirty TB, dirty IAC valve.

Brake light, assume this is the one that comes on when you have the e-brake one? Check the brake fluid level, check the sensor for the brake fluid.
