If you Dont have prop Amount of oil when trying to start your car will it still start or no?
If no, what damage can that cause?

The engine will start even if there is zero oil in the oil pan, and yes, it will cause damage.

Your kinda asking a meaningless question of sorts. By not the proper amount one must assume you mean way low as in quarts. Half or even 3/4 quart down would do nothing. I know people very knowledgable about vehicles that continually run their vehicles about 1/2 quart down they like keeping the level off the full mark.
