1995 V6 Accord with issues.
Use either Honda fluid or try and find some Red Line.
The VSS should be located on top of the transmission near the firewall close to where the transmission bolts to the engine block.
As far as not running well in the wet weather I would get a spray bottle and while the engine is running fine gently mist around then engine electrical connections and vacuum lines, etc. As you carefully work around the engine with the mist you might find the the engine acts up. If so, let the engine dry out and once it runs fine again start misting, but start lower on the engine and work up until you find where there is either a vacuum leak or electrical issue in the area where the engine originally started to act up.

Good point, if the cruise worked the problem would most likely be the dash but unfortunately the cruise hasn't worked for years according to her.
