Default 1998 cruise rollercoasters up and down 6 mph

like the title says, it rolls up and down 6 miles per hour. No matter what speed I set the cruise for, it rises 4 mph, then drops six, rises six, falls six. Do I have a bad cruise servo, or what's up?
Thx for any help-Jason

Any recent work done to the car? Can you check the vac line to the tank and the tank itselft for any leaks.

The tank is by the actuator....left/drivers side fender.
