Went with an ebay e12 Hitach ICM just like the factory one, but I am thiniing it came out a different car because it had the big heat sink attached. $25 shipped and after a few long cranks (seriously flooded), she started and continues to start just fine.

I do have an engine light on now, so next is to read the code, but that isn't priority since I had to un-storage, register and insure my 88 Pontiac GT for daily driving. The Honda has to stay in "storage" for 21 days.

Thanks for the help. I figure the engine check light might have something to do with the budget ICM. Better in my book to throw used parts at the car as I can buy the new ICM and keep this eBay part as a spare.
