2000 Accord LX Crank No Start
The "key light" should go off, if it is staying on there is an issue. However it could be the same issue as not not being able to communicate with the PCM.
Do you know any history other than the owner said the car won't start? Was there an issue and some work done that lead up to this?
On the drivers end of the plenum there is the main ground for the PCM, check that it is attached, clean and tight.
