Try observing the throttle plate movement w/ key On, engine off. Yes, there should be a gap (may be very small) at idle.

There is an intake air bypass thermovalve that may not be opening on cold start. This would cause hard starting and might require opening the throttle to enable starting. There are checks in the honda shop manual to verify it is opening when cold (< 131F).

This problem happens all the time not just when cold. I'm pretty sure the throttle plate does not move when the key is turned on, I'll have to double check though. Can I bypass the bypass thermovalve for testing?

 

You test the bypass thermovalve by pulling vacuum on disconnected end (midpoint of air intake duct). It should hold vacuum when hot and be open when cold (< 131F). You can test by manually sucking on hose end or w/ vacuum pump.

I have a manual but not sure if this is in it. So if I'm following, halfway up the air intake there is a hose that I disconnect (does the vacuum come from the engine or the part that I disconnected?)

 

In operation air flows from intake duct through hose and bypass valve into intake manifold. In TEST, vacuum is used to understand if cold air bypass valve is open (cold) or closed (hot).

I tested the bypass thermovalve and there is vacuum when cold and then none when warms up.

 

Try starting w/ throttle slightly open. If this improves starting performance (check several times at different operating temps), then throttle plate is not opening sufficiently at closed throttle position.

If cracking throttle improves start-up, then an idle relearn should be performed.
1) All electrical components off
2) Reset ECM/PCM w/ OBD2 interface.
3) Turn ignition switch to On and wait 2 secs.
4) Start engine and hold at 3K rpm until radiator fan comes on or coolant reaches full operating temp (190F).
5) Let engine idle for 5 mins w/ throttle fully closed. If radiator fan comes on extend idle relearn time to compensate.

I'm going to tackle changing the starter. Do you have a link to instructions?

 

You earlier said starter was turning engine over fine, but hard to get running. A new starter won't help that problem.

Check youtube w/ "Accord Starter Replacement" for numerous videos.

It's not a difficult job but intake manifold and throttle body must be removed to access starter. A 2-3 hr job for 1st time.

Changed the starter and now starts great. Took the old one apart and two of the brushed were gone, also deep groves on I believe it is called the stater (part that turns) Not sure if that is how they balance it. Anyhow this is a load off 1.25 hours. Thanks again for your help.
