With those numbers you should be blowing cold. 250 is not enough for me to say the expansion valve is bad.

So with the a/c on you jumped the switch and it turned on. I would then check to see if the switch is good. You've verified the relay is good and getting power down to the compressor.

No i ground the relay so it kicks the compressor on so the relay or pressure switch are not getting a ground which I believe comes from the pcm but it's a hybrid and I heard there was some compressor driver unit on a hybrid near the hybrid battery have you heard of that or a 30 amp fuse for the compressor driver?

If you haven't checked yet:

Interior box

29 - clutch 7.5a

Engine bay

12- clutch relay 30a
R4- clutch relay

Those are the only fuses/relays on the hybrid that can affect the compressor operation
