Default 2008 Accord
Is it possible to use a car charger (ie: phone or mp3 player charger) while the car is off and keys are out of the ignition? If so, how can this be done?

Probably not, neither of my Honda's had that ability.

If you really need it, you could hardwire the power outlets to the battery connection at the fusebox with an inline fuse and switch...
