I think there's a little extra clearance where the rattle-pin is supposed to be. If the rattle pin is in the wrong position, it might be obstructed from opening. In that case, you might get ZERO flow through the thermostat when it's cold; then as it warms up the hot water never reaches the other side of the Tstat to make it open up.
