This link show the fan timer unit, it is under the driver side dash, next to the main relay (there is a photo of it in these links):

These are instructions if you want to test the unit:

i've seen that picture, but cant quite tell where it's at under there. i've seen another post where someone said its on the passenger side, but haven't had a chance to look yet. so if i just unplug the timer, will it shut the fans off? that would tell me right away if thats what the problem is lol

If you unplug something in a circuit and it no longer runs doesn't necessarily prove that specific component is faulty. Disconnecting it just breaks the circuit; you could disconnect power or pull a fuse in the circuit and it shouldn't run.

woah now... so i took the car out today, and the fan stopped running when it should. did i somehow reset something by disconnecting the battery and everything is fine now? do i trust it, or will it leave me stranded somewhere? what's everyone's opinions?

Yea, this time of year you can get away with that......just remember this if you have to be sitting still with the engine running for a period of time.

Might call Sandhill Auto Salvage (Tama IA ? ~25 miles from you)...looks like they have a couple of 4th gen (90-93) Accords....even showed the fan controller for ~$35.
