92 accord overheats in idle but fans come on when car turns off

92 accord overheats in idle but fans come on when car turns off
I have a 92 accord that overheats at stop lights or when sitting idle but cools down when in motion. The fans only come on when I turn the car completely off. Also, my AC blows cod for a while then goes warm. Are these problems connected? what can I do to fix these things?

When you turn the ac on do BOTH cooling fans come on?
