Default 92 Honda Accord Tranny light

I got a 1992 Honda Accord EX 2.2L auto tranny just had the tranny rebuilt a few months ago and the D4 light started to blink I took it back to the tranny shop and they said everything was Fine So I did some testing first I jumper the connector for codes it blinks fast 2 times and does this over and over 2 fast blinks than I took the computer out and checked for the burn resistors and Cap nothing all fine,also I noticed that the cable down to the tranny has alot of pull on it ,if I release the cable the arm will go down agood inch further than the cable will reach IS this adjusted right or not

The two blinks mean that there is a problem with the lockup solenoid (that controls the lockup clutch). Check that the electrical connections on the transmission are clean and secure. Sometimes removing the solenoid and cleaning it and the screen with throttle body cleaner will clear up the problem.
